Step into a high-impact executive leadership role as Chief Product & Program Officer for the New Hampshire Lottery and Gaming Commission. This position drives the vision, strategy, and execution of products, games, sales, marketing, and data across retail and digital channels. It blends enterprise-level strategy with hands-on operational leadership to modernize offerings, strengthen performance, and grow responsible revenue for the State of New Hampshire. The role is central to shaping innovation, enhancing customer experience, and advancing the Commission's mission and long-term strategic goals.

Position Summary:

Spearhead product, games, sales, data and marketing strategy formation and execution for retail and online play. Constantly evaluate strengths, weaknesses, opportunities and threats to continuously enhance programs, products and operations. Oversee and develop objectives, policies and procedures with each business unit by establishing short and long-term goals and by developing and implementing business strategies. Collaborate with other Executive Agency Managers and the Executive Director to lead and uphold the Agency's mission and annual goals.

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:

Education/Experience: Bachelor's degree and 10 years of experience OR equivalent combination of 14 years of education and experience after completion of high school. Education and experience must be in business administration, project management, product development, marketing or related filed, with at least 5 years of supervisory, administrative and/or business management responsibilities.

License/Certification: Valid driver's license and access to transportation.

PREFERRED QUALIFICATIONS:

• Master's degree preferred. • Experience with and understanding of the software development lifecycle (SDLC). • Strong knowledge of business and management principles, including strategic planning, resource allocation, human resource modeling, leadership techniques, product development, and the coordination of people and resources. • Knowledge of organizational functions, procedures, rules, and regulations within a public or private sector environment. • Experience with financial and budget management, including funding operations, maximizing investments, and improving efficiencies. • Demonstrated ability to organize, coordinate, and evaluate the work of staff, executives, and administrators across multiple units or departments within a state agency or similarly complex organization.

RESPONSABILITES & DETAILED TASKS:

• Direct and administer Lottery operations in sales, marketing, games, product development and data analysis to ensure agency goals are being met. Create and evaluate efficacy of short- and long-term plans and goals and create strategies to enhance or adapt and policies to uphold. • Lead interdepartmental teams for major initiatives in product and programs in traditional lottery, digital, and emerging verticals. Direct timelines, workflow, communications, and hold teams accountable for milestones and implementation. Responsible for programs and products from initial vision through execution to ensuring constant analysis and on-going maintenance. Create policies and procedures to reinforce product and programs created, ensure compliance with rules, regulations and laws. • Analyze sales and performance of all products through sales reports, business intelligence tools, surveys, and field and market research. Work with teams to develop strategies to drive profitability, market awareness, and growing revenues responsibly for the State of New Hampshire, while enhancing the entertainment value for customers, while decreasing expenditures. • Manage multiple vendors and associated contracts including procurement process, negotiating terms and conditions, ensuring compliance with contract and regulations, change management, and fiscal accountability. • Manage multi-faceted team located at headquarters and in the field; ensures continuous development of team to keep pace with changing market; conducts performance reviews and makes recommendations for hiring and conducts disciplinary action according to state personnel rules and the collective bargaining agreement. • Represents the Lottery Commission at meetings and conferences including but not limited to Governor & Council, Legislative, Finance, Ways and Means, Tri-State Lotto Commission, municipal meetings, and at various marketing and promotional events, to advise those in attendance on Lottery programs and/or operations. Speaks on behalf of the Lottery Commission at press inquiries, when asked to by the Executive Director.
