SCOPE OF WORK:
Conducts the daily operations of the investment program.
ACCOUNTABILITIES:
- Supports the Chief Investment Officer in the pursuit and attainment of investment program objectives. Generates reports, special analysis, and ad hoc projects as necessary in support of program objectives
and decision-making by management, the Investment Committee, or the Board of Trustees.
- Implements the decisions of the Investment Committee under the direction of the Chief Investment Officer.
- Serves as the primary liaison for investment managers and service providers.
- Coordinates registration and ongoing maintenance of foreign market accounts with the custodian bank.
- Ensures that all work product and materials for the Investment Committee are produced in an accurate and timely manner.
- Monitors and analyzes investment performance, portfolio characteristics, and investment activity.
- Coordinates preparation of investment-related items for the Comprehensive Annual Financial Report and Comprehensive Annual Investment Report and in relation to the annual audit.
- Develops and maintains investment-related databases and records.
- Monitors portfolios for compliance with investment policies and guidelines and coordinates resolution of issues and elevates exceptions in a timely manner with a proposed solution.
- Conducts periodic due diligence reviews with investment managers and service providers through visits, conference calls, and/or additional research.
- Participates in the analysis, research, and interview of prospective investment managers and service providers. Evaluates and recommends action with regard to investment proposals.
- Analyzes asset allocation compared to policy targets and proposes plans for rebalancing as necessary. Coordinates and manages rebalancing events and liquidation processes to ensure minimal operational
risk and costs.
- Performs or facilitates asset-class specific actions, analysis and/or reporting, including but not limited to trading cost analysis; proxy-related matters; class action litigation; corporate governance issues; and
similar matters.
- Coordinates manager and portfolio transitions.
- Completes assigned research and surveys under the direction of the Chief Investment Officer.
- Identifies areas of improvement in the program, policies, guidelines, or procedures and recommends appropriate corrective action.
- Actively participates as a member of the Investment team in all related team functions, including, but not limited to, direct involvement in various strategic plan initiatives, collaborative problem-solving,
strategic development, and peer feedback and support.

MINIMUM QUALIFICATIONS:
Education: Bachelor’s degree from a recognized college or university with a major in business administration, economics, finance or other related field. Graduate-level degree in a related field, or CFA, CPA, or equivalent professional designation is beneficial, but not required, and may provide legitimate substitute for lack of an undergraduate degree in a related field.
Experience: Five years of investment-related professional experience required, preferably in financial services, public sector pension plan administration, retirement administration, investment accounting or consulting.
License/Certification: Valid driver’s license preferred.
SPECIAL REQUIREMENTS:
This position may require some in-state and out-of-state travel and the ability to work a flexible schedule, including periodic evening hours.

Ability to manage relationships with external investment managers, perform service reviews and drive engagement.

Proficiency with Microsoft Excel, Microsoft Access, Bloomberg, and other analytical tools.
PHYSICAL REQUIREMENTS:
- This position requires sitting (80%), standing (5%), and walking (15%).
- Requires lifting materials of approximately 20-25 lbs.
- Often requires computer responsibility which involves extensive use of keyboard, mouse and monitor.
WORK ENVIRONMENT/CONDITIONS:
Dayshift hours primarily, although overtime may be required to meet project deadlines.- Physically able to participate in training sessions, presentations, and meetings.
- Work related assignments on weekends are possible.
