The Office of Public Guardian (OPG) is a Concord based non-profit organization dedicated to providing guardianship and other fiduciary services to legally incapacitated individuals throughout New Hampshire. OPG has 45 years of experience serving as guardian of the person and/or estate for individuals with intellectual disabilities, mental illness, progressive cognitive loss due to dementia or other neurological disorders, and traumatic brain injuries. The staff of 50+ committed professionals work under the supervision of an experienced management team and a supportive board of directors.

Our advocacy and decision-making are guided by the National Guardianship Association Standards of Practice and Ethical Principles. Our goal is to protect the legal and human rights and civil liberties of each individual we serve. Our guardians and fiduciary specialists exercise the highest ethical standards in decision-making and financial management on behalf of our clients. OPG is held to a high standard of accountability in New Hampshire by the Circuit Court Probate Division.

Director of Fiduciary Services

OPG is in search of an experienced, energetic, inclusive leader to serve as our next Director of Fiduciary Services. This integral member of our management team is responsible for overseeing a department staff of 18 professionals, together managing a substantial amount of funds and assets for approximately 1000 clients. OPG’s Fiduciary Services Department is responsible for: securing and maintaining public benefits; serving as Social Security Representative Payee, Medicaid Authorized Representative and Federal Fiduciary for Veterans’ Benefits; and managing trusts, pension distributions, private estates and property.

The Fiduciary Services Director must: demonstrate exceptional organizational and management skills; communicate effectively and collaboratively with staff, clients and stakeholders; and exercise a high degree of integrity, initiative, discretion, ethics, and judgment.

Requirements

· Degree in finance, law, business or public administration, or related field

· 7+ years of progressively responsible management experience

· Substantial experience in accounting, financial management, trusts and/or estates

· Working knowledge of state and federal public benefit programs

· Commitment to promoting OPG’s mission by serving incapacitated individuals with the highest degree of honesty and integrity required by the fiduciary relationship

· Willingness to participate in the Center for Guardianship Certification exam after one year of employment

Responsibilities:

· As a member of the Management Team, participate in organizational planning and goal implementation in support of OPG’s mission.

· Hire and supervise supervisory level staff, supporting open discussion and communication to ensure optimal client services and employee satisfaction.

· Provide leadership and oversight for department staff, including: strategic planning; policy development; conducting monthly department meetings; and collaborating with key staff in complex cases.

· In conjunction with management and quality assurance teams, review and maintain financial controls and safeguards within the department.

· Maintain enhanced knowledge of state and federal benefits systems and ensure compliance with regulations.

· Coordinate with investment professionals, outside counsel and other specialists to ensure estate resources are maximized.

· Work closely with OPG’s legal team to ensure that probate court requirements are met.

· Establish and maintain strong, collaborative relationships with state and federal agencies, service provider organizations and other key stakeholders.

· Foster open communication and promote interdepartmental collaborative efforts to meet the needs of the individuals we serve.
