Community Housing Program Coordinator (NH Judicial Branch) Position #23-111

The Community Housing Program Coordinator is a regular, full-time position working in the New Hampshire Court System. This position is responsible for developing an outreach strategy to recruit housing providers, particularly those that have the capacity to accept individuals involved in the criminal justice system, have a Substance Use Disorder and/or mental health diagnosis. A key component of that strategy will be to approach potential housing providers in order to educate them about the program and encourage them to participate as housing providers. Other priority groups of potential housing providers to be approached are current transitional housing, shelters, recovery housing, and housing authority organizations. Once established connections are secured there will be ongoing outreach for continued participation. This position reports to the Treatment Court Coordinator and may have supervisory responsibility of one or more subordinate staff. Employees in this position may be required to travel during the regular course of business. The position is subject to sufficient and continued funding of the New Hampshire Judicial Branch by acquired grants.

ESSENTIAL DUTIES & RESPONSIBILITIES

Program Development and Sustainability

· Oversees the execution of procedures that most effectively achieve the mission of the CHP as defined in the CHP MOU.

· Develops program policies as necessary to sustain program growth, under the guidance and approval of the NHJB and with support of the partnering executive agencies.

· Maintains the CHP Policies and Procedures Manual to be current with any changes or updates.

· Provides regular review of CHP Supportive Documents, such as the application and participant/vendor notices, and updates as necessary.

· Ensures the documents and information on the CHP webpage current and up to date.

· Oversees the development of the CHP database; ensures that data is being received, entered, and tracked in an effective and timely manner.

· Provides clear direction to the CHP Administrative Assistant on new/ongoing tasks to be carried out as it pertains to their administrative assistant role.

· Initiates and oversees the execution of new or amended rental assistance agreements with partnering vendors.

· Oversees the prompt and accurate payment(s) to vendors.

Referrals from DOC and the Drug Offender Program (Drug Courts)

· Facilitates enrollment into the Community Housing Program for individuals found to be eligible by the Department of Corrections and Drug Offender Program.

· Facilitates necessary meetings and bridges connections with the referring agency and potential housing vendor(s).

· Facilitates collaboration with the referring agent/Criminal Justice Service Agent (CJSA) in order to create an individualized housing plan that meets the immediate housing need of the client.

· Establishes a housing plan based on the referring agency’s assessment of client goals and needs; this may often include additional support services, Substance Use Disorder treatment, and/or ancillary services.

· Assists the CJSA with identifying available housing units and contacting vendors.

· Handles email correspondence sent to the Community Housing Program in a timely manner.

· Communicates with Department of Corrections and Drug Court staff to coordinate the residents’ participation in the program.

· Oversees the timely delivery of notices to the CJSA/participant and vendors. This includes but is not limited to, Notice of Support, Notice of Payment, and Notice of Support End.

· Provides clear and regular communication to partnering vendors by holding monthly, reoccurring meetings with a recovery residence to discuss current and pending participant bed status, and by providing prompt responses to inquiries via phone or email.

· Builds and maintains positive working relationships within the partnering agencies, vendors, and community stakeholders.

Reporting

· Creates and maintains Community Housing Program reports for internal use and de-identified data for external reporting.

· Submits data once per month to the Department of Health and Human Services (DHHS).

· Organizes and maintains a system of fiscal accountability; prepares and submits invoices to providers for each actively housed parolee/probationer each month.

· Maintains and shares records with the Branch’s fiscal department and Drug Offender Program Coordinator.

· Responds to and manages emergency situations as they pertain to community housing placements.

· Conducts investigations of alleged violations of the Community Housing Provider contract.

· Maintains case files for each individual including but not limited to release of information, housing plans, and progress notes.

· Performs other essential functions, as assigned.

REQUIRED QUALIFICATIONS

Education and Experience

· Bachelor’s degree from an accredited college or university with major course work in Social Sciences.

· Two (2) years of criminal justice/addictions specialty experience.

· Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities.

Licenses of Certifications

  • Valid driver’s license.

OTHER JOB REQUIREMENTS

· Successful completion of a background check, including a criminal records check and motor vehicle records check.

· Ability to travel state-wide.

COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES

Knowledgeable in:

· New Hampshire statutes, court rules, administrative orders, policies, procedures, and applicable federal rules and regulations.

· Financial analysis, planning, research, program/policy development, and budget administration.

Skilled in:

· Organizing, planning, implementing, and overseeing multiple programs or areas of responsibility where little precedent exists in receiving complex problems.

· Oral and written communication skills with demonstrated proficiency in correct spelling, grammar, and overall business writing.

· Time management with demonstrated experience in project management and working in a fast-paced environment.

Ability to:

· Work under pressure in a changing work environment with multiple tasks and program demands.

· Establish and maintain cooperative working relationships with judges, court employees, governmental leaders and the general public.
