General Statement of Duties
Collects, organizes, analyzes and presents crime data and statistics relative to crime patterns and trends to assist operational and administrative personnel in planning the deployment of resources for the prevention and suppression of criminal activities. Aids the investigative process by providing timely information that will increase the apprehension of offenders and the clearance of cases; assumes the lead role in presentation to command staff, aldermen and in public forums; performs directly related work as required.
Examples of Essential Work
Examines, recognizes, and analyzes reports of crimes for the purpose of determining trends and patterns, monitoring increases/decreases in specific types of crimes and providing detailed information to the Police Chief and other command staff for use in policy development, operational plans and the deployment of resources;
Establishes and manages the automated programs for Patrol Officers, directing them to areas where crimes are likely to occur through modeling, forecasting and predictive analytics, in an effort to further prevent and deter crimes;
Conducts evidence based evaluation on the effectiveness of specific initiatives and identifying the need for program development in certain areas;
Makes verbal and/or written recommendations for patrol, detectives, Community Affairs and any other divisions where crime patterns have been quantified;
Coordinates the procurement of data from Local, State and Federal agencies for use in analysis and shares information with other Local, State and Federal agencies;
Performs short term analyses for the purpose of informing the Police Chief of sudden upswings in a particular criminal activity with the possibility of a repeat offender(s);
Performs strategic, tactical and operational analyses for all divisions within the department;
Builds and/or maintains thorough and accurate databases of criminal analysis information for the use of determining short-term and/or long-term trends;
Designs reports based off of databases created;
Performs beat, staffing and workload assessment analysis as requested; Uses Geographic Information Systems (GIS) and related software to map crimes for spatial-temporal analysis;
Performs database and software maintenance on all crime analysis programs;
Serves as the point of contact for all crime statistics and related data;
Supervises/trains interns on specific Crime Analyst projects;
Compiles and publishes daily/weekly/monthly crime bulletins, analyses and/or officer safety alerts;
Compiles and publishes an annual crime in Manchester report which analyzes all pertinent criminal activity within the City;
Monitors priority calls for service and provides real-time information to responding officers and investigators;
Conducts case support for investigators, including NIBIN lead development, digital evidence analysis, and assisting with other investigative efforts as assigned; and more.
Acceptable Experience and Training
Graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Business Administration, Criminal Justice or a closely related field; and
Considerable experience in crime analysis, or related statistical analysis; or
Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
Required Special Qualifications
Employee must attain a Secret Security Clearance upon date of hire;
Master's Degree preferred
